What system is everyone proposing for the selection of the teams and how will it cycle through?

I think it makes the most sense to just have a normal tiered league like normal does. 1 "PeeWee Pro" league, with 32 teams, and as many normal peewee leagues like we have now as it takes to fill out all the leagues. If there is interest in 3 tiers, like an "A" league and a minor league in addition to pro, maybe we can look into that eventually, but for the first season, I would suggest just 1 pro league we cut off at 32 teams.
As for how to decide what teams make the cut... Well, the obvious solution is take the league winners from all the normal leagues, but honestly its not that simple because several of the low-numbered leagues have several VERY good teams, and the high-numbered leagues have a bare handful of human players.
To be perfectly honest, LordEvil's list is probably the best place to start. Start with that list, and perhaps let teams not on the list that think they should be challenge a listed team to a scrim in the next few days, and if they beat them, give them the spot. For the most part though, you can look at how the various tourneys turn out and figure out which teams are franchises that deserve to go pro.
As for cycling through, perhaps a fairly direct way would be to let minor league teams essentially CHALLENGE a pro team with a not-so-stellar record to a scrimmage for their spot in pro next season? Maybe any pro team that makes the pro league playoffs is guaranteed a spot in pro next season, and any team that didn't make pro playoffs is fair game to be "Challenged" by a minor league team to a scrimmage. If they lose the scrim or refuse to play, they lose their pro league slot next season to that team.

Winners of all leagues advance to Pee Wee Senior (Pro, Expert, etc.) (25 teams) the other 7 teams draw from the losers of the championships randomly. If any of those teams have not renewed for next season, they will be dropped to the bottom and the other conference champions will have a shot at getting into the Senior league.
Once all 32 spots are filled, the Pee Wee Junior league is filled. This consists of the teams that made it to the conference championships, followed by the teams that lost to the league champions in the conference championship game, followed by the teams that lost the conference champions on the other side. 4 leagues * 32 teams = 128 teams. These will continue to be filled by random lot from those teams that made playoffs and have renewed their team for another season.
Pee Wee Sophmore (6 leagues * 32 teams = 192 teams) will be filled from the remaining playoff teams and then from the best records in season from those signed on for another term. The remaining teams will make up Pee Wee Frosh (again, I don't care what the leagues are called), which by my calculation will be the sold off teams, non-renewed teams, and the lowest ranked teams from the previous season (25 - 11 = 14 leagues * 32 teams = 448 teams).
This will be the first shuffle. The next years standings will go like this:
Top 16 Senior teams remain in senior (if any of the playoff teams do not renew, then they are dropped to Frosh and will NOT be filled by existing senior teams). The bottom 16 teams from Senior drop to Junior to fill the 16 teams from Junior that rise to Senior.
The top four teams from each Junior division advance to Senior. If any other spots are open in Senior, they will be filled randomly from the league champions of Sophmore and then playoff teams from Junior.
All teams that made the playoffs in Junior will remain in their division, while all teams that failed to make playoffs will drop down to Sophmore. The top teams from Sophmore will be brought up to fill Junior. All teams in Sophmore who failed to make playoffs will be dropped to Frosh. These positions will be filled from Frosh League and playoff teams who are renewed for another season.

I think four tiers is too many. Even the Pro leagues only have Pro/AAA/AA now .
I'd start with one Pro league and 16 Level 2 leagues the first season. (that's plenty of teams).
Then the next season (Season 12) you expand with One Pro (consisted of 16 league winners and top 8 from each conference of Pro giving you 32). And the teams that that are dropped are sent to Pee Wee Semi Pro (or whatever we call the NEW tier 2 giving us 16 teams there... then you add the 16 league runner ups plus the conference losers from each conference, that's another 32.. giving you 64 total teams for Tier 2.)
Then you keep 16 leagues in Tier 3 (so 32 pee-wee teams are re-added for Season 12 or two new tier 3 teams to replace two leagues that now make up Tier 2).
And then keep it at that.
If you want three tiers for this season you can adjust the formula above a little and make it happen.
I, for one, am also insistent that if there is an owner change the team be removed or blocked from advancing up to Pee-Wee Pro. As an owner you need to win your way in, not take over a pre-existing Pro team or team that just won their league.
