I'm fairly certain that Bort has stated that the higher the levels in an SA, the more they fire. Very few (if any) SAs are tied to skills for the player to attempt an SA. If the player doesn't have the backing skills, then they will be unsuccessful every time. So a player with 10 spin and 25 agility may try to spin several times a game, but will never be successful because he doesn't have the skill to do it.
