You have it wrong. Long Reach gives you a second chance to deflect the pass. For example. If you have a 25% chance to deflect the ball, a maxed out Long Reach would allow you an additional 25% roll if you miss it the first time.
It kinda like this. Your CB jumps in the air to deflect a ball. He has the original 25% chance to hit it with his right hand. If he missed it, Long Reach allows you a 45% chance to raise your left hand in the air for a 25% chance to hit it. You Follow?
