Look at the posts from Mar 14, 2009 15:26:42 to March 16 at the same time. There weren't many challenges available at the time. The initial post had said that Berlin was the first challenger. What's wrong with giving the first challenger the first shot, if approved by the board?

May not be defended in one region on consecutive defenses
May not be defended in one region more than twice until all 8 regions have had one shot
Must be defended in alternating levels if applicable (ie: AA/AAA)What that means is, should we successfully defend against Berlin (an EE AA Team) our next defense has to be against a team that is AAA and not in the EE Region. So, should we successfully defend, all of the AA Teams we don't choose to play next already know why... WE CAN'T PLAY AN AA TEAM NEXT!
Should we be successful against Berlin, I honestly have no idea who our next defense will be against... But you can bet we'll choose to defend against qualified teams that don't go out of their way to whine and complain about who we do select, especially when the complainers don't know the rules.
