Im currently making an OLB that will be 68speed 68agility slow build. A constant blitzer with all equiptment into speed. speed and agility will be 68 before level 20. What do you think will be the next focus? cap vision? will strength be important? anyone have any knowledge with capping confidence?

Yes you will have to cap vision.

Confidence is like the x-factor of GLB; no one knows exactly what it does, but Bort maintains its importance. I think it's a great trainable attribute once everything else is high, but I wouldn't place too high of a premium on it. Vision though? Yeah, get that bad boy up ASAP for your LB.

Speed is a necessity for WR and CBs.
Although:
MLBs: definitely need agility to meet the RB at the line. This is especially important in the pro leagues. Speed is very important, but agility is what allows the MLB to move around the blockers in order to make the play.
OLBs: really depends on what kind of defense your DC is running. If you are a blitzing offense, you may want your OLBs built more like CBs. They can cover, and also blitz. Although, if a team runs an I-formation, OLBs will likely have to take on blocks, and therefore need agility to work around them.
3-4: ILBs need extra agility to take on strong rushing teams. OLBs can be like CBs with a little more strength, and still do well.
LOLB in a 4-3: In the lower leagues, I would keep this guy more speed based, but in the AAAs and pros I would consider a MLB build. Most of the good teams will try and over power lesser teams by running to the right. IMO I would beef up my LOLB by making him more of a DT with some speed in order to slow down rush attacks. Tackling and agility will help this cause. I have seen my LOLB dominate games, but when faced with a power rusher, flounder in the second half.
Overall: I would make my ROLB a pass rusher, and focus my MLB/LOLB to run stopping.

I don't think an agility LB is as successful as speed LB's. I do think you need a balance but a Speed guy is going to perform better at OLB then agility. Maybe at MLB it would work to run a 1:1 ratio

Cap vision then, no need for strength or confidence. Good to train them around 25-30, but with high speed and agility at ~70, he will dance around the blockers instead of taking them dead-on.

Problem with that is that MLB stays in for nickel/dime sets and is a complete liability.

I never said a 1:1 ratio is the way to go. I just said that it would be better with a MLB then OLB's (i think they need to be more speed then agility). Most people use the MLB more as run support then using them in passing. Plus even at 1:1 you will still have a pretty good amount of speed.
