CB has an easier road to travel
Both WR/CB have a lot of abilities to work on
I prefer CB because Demand/use is higher
The WR gets no love but can do as well

In the endgame I don't see a future for Kick Returners. High level Kickers almost always send it into the endzone and the good high level punters are starting to get crazy loft on the ball so fair catches are becoming pretty common. Keep in mind this is only season 5 in a couple more seasons it won't matter who you're using at KR/PR because they'll virtually never be able to return it.
