I capped vision way early in my blocking TE's career. It was the first thing I capped after strength/blocking because it gets a lot from natural level gains.
I think with TEs the primaries go up so much per level that they're worth capping first, regardless of what his role is going to be. I'm building a blocker who may turn out balanced... capped strength, blocking is next, then vision, then catching.
It's easy to overlook the importance of agility and even more speed for a Blocking TE. Speed helps handle the speed-rush DE's along with agility. A blocking TE can be assigned to pass block left against an opponent who has a speed-rush RDE for example.
My TE is built more for receiving but is somewhat balanced. Watching replays I never see him miss a block, or get blown by. Like others have said, you will usually face a OLB or maybe a SS or DE, but regardless most of these positions are built around speed/agility so even with just moderate strength a receiving TE will do well blocking them due to the speed/agility needed to get open is also good for blocking speedy defense players.

This can be changed in Basic settings. TE Block can be set to 100% and TE Run Route can be set to 0%.
