Says who? Quick Cut maybe, but First Step absolutely not.

I say

Think of QC as a modifier to turning angle and FS as a modifier to acceleration. If you have a decent cutting ability to start with, QC can make it great. If it sucks, QC will make it decent.

This isn't to say you need Agility up in the stratosphere for them to work well (as you might need say, Spin), but you can't expect these to work that well with 25 agility. I think a build with agility at the first cap and lots of FS/QC would be very interesting, but a build with agility at 25 with FS/QC will fail, or at least not perform nearly as well as you might think.

Well we aren't arguing about what constitutes a decent improvement. The statement was that you need agility to make it work, which isn't correct. I'll agree if it is a modifier that increasing the stat only helps it, but there is no level that is needed in order for it to trigger which was implied by Brett Snyder.

Agility is overrated in terms of acceleration. I was able to keep up pace for pace with a 60 agility guy (mine was 30) when we were both similar high speed levels and I had 4 more in FS than him. This was a WR I lined up next to on a consistent basis so I have seen it time and time again. Either 30 extra agility is worthless for acceleration or FS cuts into that reducing the need for agility. If FS does make that much of a difference, agility would still be worthless for acceleration because it costs more to get to 60 agility than to 6 FS from 30 agility. The only difference I have seen agility make is for catching.

Mob-6, in that case, I agree. It is not a triggered SA. It's always active and you don't need a certain amount of anything for it to work. I would consider it highly desirable to have a decent base agility in which those SAs can enhance
