Well of course they will because the admins and moderators don't give a flying shit about what the rules actually say, but no, name-calling absolutely does not fall under c2 by itself. If a post is on-topic but includes insults then it doesn't violate c2. If a post is purposefully and completely off-topic then it does violate c2 whether it includes insults or not. I've been banned for plenty of things that even the suspending moderator admitted didn't actually violate the rules as written. Bans come down to: do the mods like you or not? If yes, then you're fine. If no, then look for any part of the rules that can be transparently misused to justify a ban. If maybe, then you might win your appeal.
