I have to jump in and ask, why is "cheating" even being mentioned?
I have been trying to get higher level players (3-5) to have a chance and balance my team, but with no luck. The thing I think we will all notice is that the people on our teams may not be on it next year unless they are your friend. I'll have to do this all over again next offseason simply because I am in this myself, I have posted the link on my Dynasty League's website, but don't think any of them joined.
If the owner from Miami has a bunch of friends who play and he wants them on his team, there is no rule against it, nor is there one stating that you can not have Level 8 players in a BBB league. Sure, Morally it is wrong (but NOT unfair), but if that's what makes him happy, knowing that his Level 11 guy can kick the butt of some Level 1 guys, then so be it.
I would rather start with all Level 1-2 players and grow the team than -think- my team is good only to find out that when you move up, you are not. Everyone has their own philosophy about how to play the game. Some play for the excitement of building a team from the ground up, managing the stadium, etc... (That's me), while others want to play Dan Snyder and "buy" a winning franchise because that's all that matters to them, winning more than the game itself.
I'm not defending the guy, and if he wins and moves on, then we only have to deal with it for 40 days. When he does move on, we'll all have gained experience, and hopefully we keep the league moving on!

Exactly.
With the way teams were added to the lower divisions of only the USA region this was bound to happen, either through friends getting together and starting a team or people transferring from higher divisions.
It should balance after the first season, and it should be noted that levels are not the end all be all factor to winning a game. Good tactics and smart builds can easily overcome a 2-3 lvl gap between players.

I'm with what a few folks have already stated.
This guy isn't cheating: he's playing with his friends and got stuck in a lower level division.
So what?
If he wins, he moves on to where he should have been originally placed, had there been any room.
If he loses, then he'll probably be faced with much stiffer competition next season anyway, as the other players on the other teams will invariably become better, too.
It's really a silly thing to even be worked up over, especially when you consider that this is a game with NO real-world implictions, or even any tangible rewards.
Sit back, enjoy the game, have fun, and hit somebody.

WELL SAID!!! I really think people feel this is REAL. I get nothing out of it, except a smaller bank account when I have to buy more Flex Points, and the fun of playing, it's like a whole new level of Fantasy Football and it has now become my favorite!
This game is fantastic and I plan to play for a long time. Hopefully my team stays together, but who knows, I'll deal with that in 40 days.
I have no bad feelings towards Miami and how his team is built. It's what he wants. I would love to have higher level and more experienced players, but the guys I have will grow and in a few seasons will be that much better, just as Miami's friends have already done in Season 1.

I built a team out of mostly browns fans. I initally set the bar at level 5 but there were a few browns fans that had lvl 6 and 7s. So I let them on the team. Than one of the lvl 7s boosted early to lvl 10. But we are mostly level 4s. We are in MIami's league and conference.

Most of those teams are broke or took out loans they won't be able to repay, so by midseason those guys will be free agents again anyways.

everybody is forgetting the money the new teams will recieve for season ticket sales on sat, that will repay the loans. I built more seats and will be able to repay my loan by Monday.

I did the same. Even with a full roster my salary for the year is lower than most. I took out a loan to buy seats. I know that I will be in good shape this year and I hope to be able to buy some more sections next season. That will depend on getting home field advantage in the playoffs which we are determined to do.

To each his own...everyone will run their team how they want and have no one to fault but themselves if it does not succeed. I am not in a position to judge someone else since this is my first team and first attempt at running it all...of course, no one else should really be able to judge anyone since the game is still in a BETA Version and is not even a year old!
They still have so much to work out, that's obvious, but they will figure it out and make things run smoothly.

You can't count on that.. It might not be as much as you think and with that interest rate and the daily salarys, I just don't think it is wise.

To each to his own, I really don't care, people want to bully up weak teams, by all means go right ahead if it makes ya feel good, it wouldn't be fun to me.

People have honest gripes on an "ethical" level as does the owner who wanted his friends together. I don't worry about teams that are stacked, as long as they move up and we gain exp its win win in my book.
Our owner built the team the right way without going into debt, payed us enough to train and equip and now we are set for the long haul.
