10 int against level 15-18 competition. Interceptions are harder to come by at level 25+. If you want look at my past seasons. 14 Int and 11 Int.

everybody great stats. Now how many of you CB's are on great teams who have 2 or 3 loses. If your on a .500 team with stats like that then your elite.
My CB's are not close to "elite" but my best seasons are when the total defense is play well.

Oooooh I had 2 tackles, 8 PD and 2 INT last game.
I'm super elite.

55 tackles, 11 INTs and 42 PD. Am I "elite" enough. Oh yeah, playing CB3 and against competition of higher level.

Um well my team has a championship and is a main contender in a competitive USA league.(Denton Spartans)

I think a better way to measure how good a CB is would be whichever CB has the lowest amount of caught balls against.
But nooo, that would be WAYYY too logical. We have to come up with crazy formulas that don't reflect in game situations.

I think that's what the OP was trying to do.
PD's+Int > Tackles halfway does this. It just doesn't take into consideration drops, incompletes (not PD's), and rush/ST tackles. Big shortcomings, but the best we have to work with using the in-game stats.
WEPL has another interesting formula that I think is a little better.

72 tackles 8 INTs 47 PDs
Almost half of those tackles are in run support, and I DONT consider this CB 'elite' at all, he has a long way to go in his development but hes still better than 95% of CBs.
No gutted teams in my league last season either.
