Hopefully first step helps his speed. Even at what it is, playing against level 15 CBs, who I know there is no way they are near that, he can't get separation from them.

Agility/Vision/Route Run .. Will get that separation for you (IMHO, in that order).

You've played 4 games and have been targeted 48 times. That's 12 targets a game. In addition, that's 15 more targets than the WR2 and 31 more than WR3!!!
In addition, all four of these games were losses indicating that you were facing at least fairly decent teams.
It sounds like to me someone doth protest too much. You would be better served on figuring out how to catch more balls and how to break the big ones for TD's. However, getting open isn't your problem.
