Yeah. However, there ARE a few shortcuts you can take to remove some of the laborious process.

#1. Make a blank AI. Do all the inputs but don't put any outputs in (unless you know you're punting or doing a FG try in certain situations). Basically, everything BUT the outputs. Then you can always make a copy of it and all you have to do is decide the outputs and maybe adjust some down/distance/time settings.

#2. Learned this from someone else. When making Packages, if you've made a set for a certain AI, make one more and just label it like a divider; Example; xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx or ----------------------pagebreak---------------------- or any such thing. packages are always listed in the order you create them so this is a way to kinda 'folder' them. (Which I sure as HELL wish Bort would give us folders for Packages!!!) Why do this? Well, if you do this (OC-ing) long enough, you will have one HELLUVA long list (most likely) and when scrolling through that little "select package" box, it's great to see that >>>>>pagebreak<<<<< so you know where you are. Just makes it work a bit more smoothly.
