The only possible issue that I can see is owners releasing and retiring their free dots on Day 40, so that they can grab the free HBs before the other players that get retired on Day 41. Maybe, this can just be a perk for spending the 400FP to own a team for a season.

You can't sign players that late in the season so no worry.

Or its end of season ,and building those players on day 40 ,while having a dozen on done teams like Pee-Wee players. The owner needs FP to keep team? For Me the HB is the last player I think about building.

If this suggestion makes it even more near impossible to make a free HB for the agent who won't buy flex, then +1. Building terrible HBs that nobody wants to sign drives people away quicker than building terrible WR or linemen because at least there's a need for those positions.
