its not all about EL, if your dot is 4aeq your EL will be lower, if your dot is a Blocker TE archtype, thats built to catch passes, the EL will suffer a bit.

AEQ is definitely key, mostly %AEQ. VA's help, but overall if your Dot fits into the scheme of the coordinators it will/can be successful.

A 3 AE DT should have an EL above 1450 and approach or pass 1500

There are always exceptions, but based on a traditional DT this would hold true

Of course, there's some politics in it too, since if you're not in the "in" crowd in this game, you'll always have trouble convincing the "in" crowd that your dots are elite enough to play in WL. But even then, if you can prove it on the field and aren't a jackass on the forums, the "in" crowd will eventually relent and concede that you belong. (EDIT: Not talking about myself, by the way... I'll be the first to tell you I've only ever built maybe one dot that was WL-quality, and even that's an iffy claim.)

Hard to fault the "in" crowd for acting so insular, though... there's plenty of people in this game who think they're hot stuff until their teams and/or dots somehow sneak into WL and get demolished there. I've seen first-hand what a huge gap there is in difficulty between playing and coordinating in Pro versus playing and coordinating in WL, but it's hard for people who haven't actually experienced that gap for themselves to understand how wide it truly is.

If you're looking for a more specific answer, efficiency in your build-plan is key, as well as being VERY clever and careful with things like AEQ, SAs, and VAs. If your build plan is pretty efficient but you missed a few opportunities here and there to maximize your ALG gains and settle for the wrong piece of AEQ, you'll end up with a dot that can still do VERY well in Pro (especially with the sorry, head-shaking state of Pro right now) but who will get torched in WL, which is full of dots that were built with at most one-or-two minor mistakes along the way.

I suppose I can let that cat out of the bag now. Catch22 had a tight end on Grand Banks back in the day, and for some reason I went to look at his equipment page only to notice that he had three pieces of advanced equipment and one normal piece despite his main page showing 58 points of equipment. I then checked Catch's other open builds from what had been his Las Vegas Gamblers roster in Casual Pro and saw that ~70% also had 58 points of equipment but only three actual pieces of advanced equipment. Much in the same way that I documented King of Bling cheating years earlier, I took (and still have) screenshots documenting this stuff. I confronted Catch about it privately and did not tell any of the other admins because I didn't want the guy to lose his job. He denied it and gave me various bullshit excuses, but I felt confident that he would stop doing it now that he knew I could expose him.

Meanwhile I did not know at the time who CerNeT was, only that it was driving me crazy that I couldn't figure out how anyone could make ELs higher than mine, especially so much higher. I asked questions via PM and received vague replies about five star enhancing. Later during an argument with Robbnva, he forwarded me PMs CerNeT had sent him with more specific instructions on how to achieve those incredible builds. Robbnva sent them to me to prove that I'm not as great as I think I am. Only the instructions didn't get you CerNeT's results. I tried them over and over in the VPB while also attempting various alterations, yet the plateau build never came anywhere close to CerNeT's dots. It wasn't until CerNeT was outed as Catch22's account that it became clear. Catch had been adding points to attributes on the CerNeT account just as he had been adding points to his equipment on the Catch22 account.

I saw that argument and I tried a 5-star building, only found it cost me 24+36 BT, and I couldn't build better dot than 3-star one.

Well, Catch is a past admin of this game, and CERNET is his multi.
In the past CERNET build dots with highest EL, but now according to jd, it's cheating.

There's no difference, Most player's I've Signed over the years are as good looking as the WL Dots. It's mostly Coaching up there.

screenshots or it didn't happen. Also post it in GLB main with a catchy name with "gate" at the end. "+58-Gate" perhaps.
