HB's have become so hard because the rule put in place (so positions wouldn't get spammed) forgot to take into account ST's. (Again! And AGAIN! AND AGAIN!) The thought process for ST's had always been abysmal. All STOP's get counted against the build type limits for free players (stupid), ALL ST players have super shitty EL's (except returners... also stupid), and ALL STOP players get the same 'stat lines' as their regular position so you constantly have to check games to see their stats (or team pages... Also very stupid).

And with teams using 4-5 TE's that is another spot that should be adjusted

I agree with Schneid. The system makes sense and is there for a reason, but certain positions need to be adjusted.

like HBs are so far beyond anything else to build as a returner, then you don't really want to use the STOP arch even for pure STOPs because of how they typically end up.
