You have to adjust the FG settings. I forget exactly what they need to be but once the team is near the RZ if the FG settings are set too short (15 yds?) then its impossible to punt or try a FG so the 4th down will be a regular play. This is the answer here.
Casual AI will never punt inside the 30 yard line (47 yard FG attempt). If you want to go for it on 4th down, you need to lower your FG limit. That is a rookie team you linked so they likely have their FG distance very short. If you are inside the 30 yard line, but out of your selected FG range, you will always go for it on 4th down in Casual no matter the distance.
There are also some offense presets that will include 4th down attempts. these are usually based on score, distance to 1st down (usually only very short), and where you are on the field.

If you set your FG distance to anything less than 17 yards, you will go for it on EVERY 4th down when inside the 30 yard line.
Keep in mind that if you get down inside the 10 for 1st & goal and then get backed up with penalties and/or TFLs/sacks, you could theoretically be forced to go for it on 4th & goal from the 29 yard line (not likely, but could happen).

This might be a good tactic in the lower leagues..rookie..prep..other then that it is rather stupid.
