Depends on your idea of mechanics. Many of the things are self explanatory. Every ability has a mouseover saying specifically what it is for.
Pass Techinique - The ability to throw a nice spiral, making the pass easier to catch.
Pass Power - The ability to throw passes faster and farther.
Pass Accuracy - The ability to successfully hit a target on a pass.
Pass Consistency - The ability to keep calm and not throw bad passes under pressure
etc...every ability is laid out like that.
All the Special Abilities give you all the information about them and all the information about what the next point added would give to them.
