You can put 2 of them at returner (leaves 9), one as the backup/Running QB (leaves 8), 3 at HB (leaves 5), 2 at FB (leaves 3), your best "receiver" in the bunch can play WR (leaves 2)... and the last ones can play ST's.

Use RB only for 1st downs, RB1 only for 2nd downs and RB2 only for 3rd downs. That would give you a very close to even # of snaps I would imagine
This worked pretty well. I used RB for some formations RB1 for others and RB2 for the rest.
