I think you're jumping to an easy conclusion (the userbase is shrinking ZOMGZ!) while overlooking another possible explanation -- probably because it's one you can't easily whine about.
Here it is: more and more people are specifically making dots just for a specific team or agent, rather than just making some dots and throwing them out on the open market to see who wants to pick them up.
However, since that's a sign of a maturing userbase and not a sign of the imminent collapse of the entire game and with it all of Western civilization, I'm not at all surprised you didn't think of it.

There are a lot fewer dots overall. That's not news. People posted the numbers over a year ago about many fewer dots being created, and it's not like more 79s could magically appear out of thin air.
The fact that teams that missed the playoffs in Nat Pro are still in natpro, and that teams that were one and done playoff teams in Reg Pro Comp are now in Nat Pro suggests a reduction in force as well.
Though its possible as noted elsewhere that the users are still there, but that they reset their freebie dots, who all just hit 480 days age this season.

Why pay $ for a dot and not know what team they will be on.
