Ive heard this before. I've also heard 42 (or some nonsense like that) but the 60 something posted earlier is just way too late.
I know the integrity of the EQ changes as you level up, but im assuming 42 is close to the lowest you can get a solid +3/5% piece?

31 is when I always shop for all of my pieces. Then you have plenty of time to finish your build plan and figure all this out.
