Because newer players don't need to play teams that have been around 20 seasons while trying to learn. The long time peewee teams don't really enjoy 100+ point blowouts. Even if there are just 2 leagues one needs to be elite.

Those "newer" players have to face some pretty damn good teams their second season in PW at the latest now (either in silver or gold). Not really a whole lot of newer players that I've seen anyway. Most (if not all) of the owners in copper are just one and dones looking for an easy trophy. Not seeing how moving things back one season for a newer owner is going to make any difference. As it stands now...beat a bunch of CPUs, get promoted. They have to get their feet wet at some point. Not only that, but they learn absolutely nothing by playing CPUs.
On the other hand, there are currently 6 or 7 teams in Gold with CPU rosters and a number of teams in Gold that aren't in that "top tier" to begin with. It's not like all 4 or 5 autonomous leagues would be overrun with PW superpowers.

I mean, I want the independent PW leagues brought back for the good of PW. I have no agenda. Just think it's better for PW to spread the talent around rather than bunch up all like teams in the same league leaving one decent league and several pretty bad leagues.
Me thinks some don't want to let go of this ridiculous league structure because it would be a hit to their e-peen. Anyone that thinks PW Gold has more than a handful of top tier teams is just fooling themselves.

I used to be a PW owner and back then the leagues were full. I almost passed out taking a look at the state of
the PW leagues now..... omg !!
Yes, I saw the CPU dot filled teams in Gold... but when they move teams they don't know if you're going to field
a human dotted team or not. Now... those teams should be moved back down to the begining after doing a
season in the Top Leagues with a CPU roster.
But... looks to me that things could be CONDENSED Lots.
Why not like this....
Pee Wee Pro (Old Gold League) same as now... two Conferences
Pee Wee Competitive .... one league...... two conferences
Pee Wee ........... two leagues ......... four conferences
Promotions up and down.

The best solution is 5 autonomous leagues. There really aren't enough teams to bother with a promotional system. There are enough teams to fill about 4 leagues max. The 5th league can just be an "overflow" league.
EDIT: I think we all really know what the real issue is with PW but the admins have stated that's NGTH so this is the best alternative imo.

no one cares. no one takes peewee serious. we just do it because its a break from the real game. its horrible dotball. even casual is more exciting than peewee.
