Before doing this, I would STRONGLY recommend running the VPB on your particular dot first.
For example, on my Lv 19 dot that's going to be playing on odd days this season, I ran him through the VPB both ways: boosting today (Day 0) versus waiting until he was Level 21 with 950 XP and boosting then. In both cases, I ended up with exactly the same amount of VPs and VXP at the end of the season.
However, I could see things being different if your dot plays on even days this season, or if your dot plays on odd days this season but played on different days than my dot did last season.
BOTTOM LINE: RUN YOUR DOT THROUGH THE VPB. Don't just blindly follow someone else's advice. What's correct for their dot might not be correct for your dot.

The key really isn't XP differences in Season 2 of a dot. Training and VXP are it. because you won't hit any other xp gain differences (regardless of game day you will hit level 32 on day 40 of the season). Therefore you should do what will Max dot's VXP and training gains. Hit level 25 as soon as possible and don't train while your dot is 22, 23, or 24.

And on my dot, whether I boosted on Day 0 or at Level 21 with 950 XP, I ended up with the same amount of VPs and VXPs.

My point is there won't be any difference in VXP. If you hit 22 during your game and boost then, boost before your game and hit 25 then it is the same. Really the only time it is less is if you wait. you can boost at 19 for all that matters. The only loss you get is if you wait a day or more after you hit 22 as far as VXP goes. As for training if you boost at 19 you will see slight training differences likely, but we should all know this by now, the longer you wait the less it will effect it. Basically I will agree with you that if there is any doubt in your mind you should run it through the VPB if that is an option for you. If not, ask someone but ensure that you give them all the information. Day of games (odd or even) exact current experience, and ensure they know what day you asked on. It is pretty straight forward for season 2 and 3 of a dots cycle.

so what you are saying is it's better to boost at level 21 with 950 XP?
Boost between day7~10, depend on when is your multi-train day. If you have some attribute you could across cap by boosting sp, and your train bar is 80%+, then just boost, across gap. For max vxp gain, day 10 is your dead line.
