The diving "cut their knees"-esque behavior you see from WRs is an innate ability completely unrelated to the Cut Block SA.

Also there is a different type of block that kind of looks like a cut block which I think Bort calls a knockdown block or takeout block which also happens as kind of a last-ditch effort and doesn't rely on the Cut Block SA, but is generally less effective, and is usually characterized by the offensive player attempting a block at high speed and falling down, often pushing the defender away but only rarely successfully knocking the defender down.
