"Nor" is already a conjunction; you don't need another.

I think what they're saying is not to use "and" to start the sentence.

In the case of the quote, no. Generally good to avoid using two conjunctions side by side.

Neither's often used with nor in a compound phrase or sentence, such as "the negative side of the slider gives neither a bonus to power through nor a negative to spin."

Neither a borrower nor a lender be.

etc.
