if this guy is 35/36 then I dont understand how given the effective level difference, you consider this a better build. I cant see it anyways because his build is hidden....

do people pay attention to effective levels or not?

They don't pay attention to just effective level.

The problem is you stopped training speed once you hit 88, you should have been multi-training speed with other attributes before you got to 88 (usually start multi training once you hit the 68 cap) and continue multi training speed after you hit 88. You basically keep multi-training speed until you hit 100 naturally.

People say your speed too low because you will end at 95. (natural)
Though you still can hit 150 with EQ, but in this day if you don't make your primary att hit 100, you are doing wrong.

Very very useful.

And for a HB, carrying is 2nd or 3rd important att.
You let vision higher than carrying, big mistake.
Try to pump carrying to at least 85+ (end build)

Just training isn't enough. There are multiple ways to train, and if you're not doing it the right way, then you're just going to keep falling further and further behind.
