In regards to the actual thread: Working as intended IMO. Reason being that if too many of a particular type of player are created initially for one age group, the fact that not all of them will be able to get jobs in rookie, and then prep, ought to cause some of them to be retired. Looking at the list right now, I see 18 120 day old CBs, 3 of which are returners, which seems logically about the right ratio, since you'd want 4-5 true CBs on your team, but just one returner. More to the point, if you look at CBs, WR, and HBs, there are 6 120-day-old returners on the market, and 55 at those positions in total. That's a ratio of just over 9 to 1. Now, consider the average team will have 4-5 receivers, 4-5 coverage CBs, and 2-3 HBs, but just one returner, you've got a ratio of somewhere from 10-1 to 13-1 on any given team.
Meaning, statistically, there do seem to be the proper amount of returners on the marketplace for that level as compared with players on the market in general at that level.
