I can't speak for everyone but I know limiting stacks to 2 would not make me use bad SAs.

Presumably folks with 4 AEQ would get an AEQ reset if a change were made...I'd be fine with that

I'm a biased party given that I have some O-Line guys with 4 Hold Block, but +1

I don't think I could troll people into thinking the diminishing returns of 4 pieces of hold block out weigh the positives of intense training longer and just rocking 3 pieces...

perhaps the 4th is their bonus CE

On some I have Cut Block, others I went with the +% hold block due to that roll's central involvement. And big guy I think you meant multi-training.

But that very statement means either there's WAY too many "BAD SA's"... which there are some, for sure... but not enough to avoid completely. Either way, we stack because it's an exploitable thing and therefore we never "not stack" because to not do so would put you at a disadvantage to those that do. It's like building 10 roads from one city to another... but only one is paved. Guess which one everyone uses (or should use)? So there's no diversity in that. If avoiding carbon copy builds is a goal of GLB, then this is at least an issue of thought for you to ponder. Maybe limiting stacks to 2 isn't the answer... but what is already there isn't right either.

Right now, folks simply pile onto a singular ideal with stacks. Reducing it to only 2 means more of the SA's would get used rather than all-for-one style. It's bad enough that most people here NEVER use certain SA's and will vehemently advocate against the use of certain SA's because they feel (and, they could be very right) that those SA's are essentially worthless and should be avoided. Why even have them in the game if they're so widely despised.. and so extremely un-used? Limiting the Stacking to only 2 would have builders exploring SA's they usually overlook BECAUSE they're locked into stack attack mode. So, yes... sometimes limiting one thing increases diversity.
You're so far out of touch with what people are building it's... just stop. Know what positions frequently stack no more than 2 of the same piece already? ANY DEFENSIVE POSITION, for starters. You could argue that D-line can choose to stack more than 2, and maybe an oddball build here or there, but the fact is the norm is to be balanced. What do you hope creating even more unnecessary balance will achieve? Know where the build diversity comes from? Specialty builds that, for example, stack 3 or more of the same piece, narrowing the build down to doing one thing, and focusing on trying to squeeze out extra success in the rolls here and there beyond the threshold that makes it happen so often it's ridiculous. Very few players achieve this. Massive stacking of one thing works in some instances, but it isn't especially overpowered unless the rest of the build is ahead of the sim curve, in which case the agent deserves whatever success their dot has.

However
Given that pocket defender (when maxed out) gives +30% HB chance, and 3 +5% HB pieces give +22.5%, do you need +3% more when you already have +52.5%?
