PW is dying because there are too many options for 1st season players and not enough choose the PW route. Ya your idea would bring more into PW, but at the expense of the Rookie leagues. As a PW owner, that's good for me, which is why I like it, but it's still not a good perm fix for a larger problem.

As I've already explained to you, you're wrong and it's been proven. Peewee was around before rookie leagues. When rookie leagues were created PW did not lose one bit of quality, they merely lost quantity. That's because all these owners that bought rookie teams and sold back their PW were only using peewee as a place to house their farm team. PW lost a bunch of teams that didn't have AIs and saved SPs.
If you want to split hairs, allowing people to own 3 regular / 3 casual teams is more harmful to the QUANTITY of PW teams than rookie leagues.
What I'm suggesting would allow more competitiveness because people that actually want to compete in peewee can do so. What you're suggesting would force a bunch of people that don't give two shits about a team or players until they hit plateau into peewee.
