Nope, the offseason/preseason used to be MUCH shorter. Now that we are out of beta I would hope that Bort considers going back to 4 day preseasons at least.

I would guess that GLB needs the long offseason more than the agents and owners do. Most teams have their recruiting done before the season ends, or at least close to done.

Would be nice to cut the player development time in half though. Get it down to around 6 months to get to 79. Then there would be no problem recruiting, there would be tons of players available for the upper leagues.

I suspect Preseasons will mostly stay as is for several reasons, the biggest of which is it gives GLB time to have a look at any bugs or issues that arise from any changes made from last season. Add to that that many teams use preseason to scrim in order to see how those changes possibly effected their AI's and playbooks... and that those scrims are revenue for GLB... and I doubt we'll see any changes (and, IMO, shouldn't see any anyways).
