This is where training efficiency comes into play. If training at 34 gives you a 50% increase and training at 49 gives you a 35% increase, then training at 49 will actually get you closer to hitting your caps, since you are actually gaining 35% * 2SP = 70% of an SP for that training, where the 34 training is only 50% * 1SP = 50% of an SP. In that scenario, capping then training is more efficient.
Of course, to further nitpick the build, if you can train at 34 and not rollover to 35, then spend the SPs, you are better off to train first then cap. However, any additional training would be more efficient after capping.

Man, if your tackling is 34 and your #1 attribute haven't done....

Damn you guys are so literal. I was just throwing out a couple of attributes to use as an example as to whether you should train or spend. Perhaps I should have used speed and agility as my example

It doesn't matter which attributes you are talking about. You should do your best to avoid training from 34 to 49. You can't do it flawlessly of course, but if you can do it, it's worth more for you.
In your question, it is much better for your player to get to the next cap and train after than doing the opposite. And you are wrong when you think "so your #1 attribute can reach its next cap sooner?" as the way we are explaining to you actually gets there faster.

Plan it so that it doesn't happen or so that you can switch out that attribute and begin training another. Regardless, no skill should sit at that level for very long without being capped. If you're doing it right, you'll be done capping your primary before you are able to train your secondary to 33. From there you'll be circle capping your 2-5 attributes.
