Well finally someone sounds like they have a solution!! Give this guy a job cause sounds like Guppy is smarter than everyone currently over that area of GLB.
this isnt even rocket science. here's the link for those that havent seen the recent q&a:

i have seen many good ideas on how to do a 2nd team sort to get more competitive leagues. is there a link to a quote telling why glb is against this? i just saw an elite league where 12 of the 16 games were shutouts, and only a few of those were "close".

A second sort wouldn't solve any issues with teams being unfilled before the season starts or teams moving players around, etc. They could do it after the sort. Also, we have tended to get complaints if we move teams around too much too late, since competition changes who you might try to sign, etc.btw, the league i referenced in my question averaged over 10 shutouts per week.
so my idea solves the unfilled teams as they would float to the bottom, and it would be hard for them to sign players the lower they go. And teams would be more likely to fill their team with similar levels as signing too high of players, say 70s on a team mostly of 50s, would push you higher than you would have been otherwise.
and if we wanted to make it a little less likely that the bottom teams in each league would get trampled, any big gaps between teams could define the break between leagues, fill that upper league with the CPU owned teams that could not be purchased in season. This would only happen if only a few CPU teams would be needed to fill that league. I think most people could handle 2 or 3 CPU games per season.
the biggest stumbling block i see would be the natpro vs regpro divide. But even then, if teams have their natpro selection made, that could be part of the sort at that level. If teams overfilled one natpro league, then too bad, the bottom teams risk being moved to a secondary choice, or a random choice. otherwise, we all know that in glb, most of the teams would pick USA just so that they might get to stay in the lower regpro leagues.
is it a perfect system, nope, but it is way more fair and balanced than what we currently have. no more pissing off 15 teams so that 1 team can stat whore.
