Let's all stop worrying about exact numbers where we don't know the equations. Let them decide on those. The concepts here are what's important. I do like Ken's suggestion of a Jumping prerequisite of 40.

The numbers definitely matter to me. 5%/level would be a HUGE bonus and in effect a huge nerf to Cut Block. Cut that in half to 2.5%/level, and add the prerequisite that you agree with, and it's a considerably smaller nerf to Cut Block, in line with what might be reasonable (because I do think we're seeing a few too many cut blocks right now, so a smaller nerf is in order).

Not everyone in the thread is doing that at all.
I have an O-Lineman with Cut Block equipment who benefits greatly from the Cut Block SA. Meanwhile I only remember seeing any of my D-Linemen getting Cut Blocked once, ever. I'm sure it's happened more than once, but I didn't notice it.
Judging from the success of my O-Lineman with the Cut Block equipment (which of course doesn't take him near to 10), I think it works a little too well. He cut blocks at the rate I'd expect someone with 8 or 9 in the skill to Cut Block, when he's a few points below that.
So that's why I'm for a VA as long as its effects are moderate (I was against the OP's original numbers and still would rather see nothing done than a 5%/level bonus VA). I feel that my own player's Cut Block works a little too well, and people should be able to moderate it if they make sacrifices including getting Jumping and choosing the Hurdle The Block VA, which forces them to give up a different one they'd have selected.
