First, I have no receivers with the Slot Machine VA, either among my players or on the team I help coach.
Second, I'm certain as to your reason #4 that it's a currently balanced as opposed to pass friendly in GLB. It only seems pass friendly compared to Seasons 24-25 which were GLBoring, and that change needs to be protected. There should be no new VA's added that help man defense in any form. Zones need a boost, but no more GLBoring.
Look at WL box scores of close games: It's still more common to see lower than the NFL average of 7ish (7.2 this season) yards per non-sack pass attempt than higher than it. The SA's it bonuses are penalized for Speedsters, so it at most balances out the penalty. But they can help Possession AT receivers be more dangerous. Your counter, in addition to the other things, would help ALL types of CB's against slot receivers, not just the least common kind of CB.
