I've had a couple of kickers on D-league teams with multiple kickers. I believe it was two other kickers.

My experiences were usually one of the following:
A. The other kickers were there temporarily and signed on with other teams within days.
B. I was there temporarily and signed on with another team within days.
C. We all split duties. One kicker handled most of the kickoffs. One kicker handled most of the FGs, One kicker handled most of the EPs. All getting some plays here and there with a little overlap at times. Varied from week to week.

The alternatives lead to that you either restrict people from making kickers somehow, or you have kickers who can't find a team and can't train. Neither one is good for GLB as a whole.

Just put an automatic stop on new kickers if there is another team in D league that only has one kicker.
