Yes defenses step up during the playoffs, but there are reasons for that. First is that you a have a full season of games to use for scouting. Teams tend to focus on what works rather than trying something new in the playoffs, so with so many games to use for scouting, it's easier to identify what's been working for them and setup a defense to counter it.
Second is that it's very time consuming to do heavy scouting like that, so most teams don't bother until they enter the playoffs and just leave their defense on auto-pilot tweaking it here and there.
So ya, defenses can and do step it up in the playoffs, but there are reasons for it. But Bevo is right, with good scouting, you can hold pretty much any team in check if you are willing to put in the time.
