We can easily hit SLAP, if someone has an "in" in that league. Without Hali and QCBC, no reason to play CPL

We can list as many teams as we want. If we end up with more teams than the other leagues, then the teams at the bottom of the ranking end up not being matched up to anyone.

So no harm in getting as many OPL teams as we can on the list to start.
