Considering that the dot has about 100 less SP value than good CB dots of the same age, I'd say that he's nowhere near the best, anywhere. Probably doesn't even have 80 carrying. Or if he does, it's taken from somewhere else (speed/agility/spin). Will be interesting to see him against real pro teams. (The few that remain in each conference)

HOF is a joke...you could keep a player in Regional Pro his entire 60+ career and be a monster while a better dot goes on to the WL and has a "semi decent" career. If the WL dot played in Regional Pro, he would absolutely OWN and be high on the list...so HOF = joke.

You're forgetting that the game adjusts HOF stats by level. He was able to actually increase his ranking the season he was in WL. Blowout adjustment is also significant. EEPro has historically done well in the rankings, as up until last season, we rarely hit blowout adjustments more than 3-4 times/season.
Your point was that people who slum in Regional Pro will dominate the list. They may fall higher on the list than their skill allows, but it's not as slam dunk as you're suggesting. The top of the HOF list (at least the ST one) has been very similar the past three seasons, despite players switching league levels. There's only one or two Regional Wonders towards the top who have actually been there the entire time. There certainly is a trend for players to try to squeeze out one last decline season of stats to boost their ranking, though.

I certainly don't have the time to research and look at it all, but just doing a cursory, "current season offense/defense/ST's" you have to go pretty far down (meaning out of top 10) to see a WL player in each. Blowout adjustments and adjustments by level may happen, but it's not a fix. I have seen some SICK offensive dots on some WL teams, that if you put them in Regional Pro before decline...they would be a 1 man team pretty much. You put that #1 returner in regional Pro right now (according to the list) and I'd like to see how far down he falls pretty fast. Even if you adjust for blowouts, all of the games in the WL are so competitive between most of the teams, that the Great dots just seem "ok" when compared to the rest of the league...
Sort of like when Reggie Bush went to the NFL...all of a sudden all of the LB's were as fast as he was and his production paid for it...lol. You can't convince me the HOF is worth anything more than something to talk about...hell my FB was like #4 last season and like #32 overall, because of where he played and how many carries he had. Put him in a better league and give him a little less carries and he's nowhere even on the first page...

That #1 returner was in CPro last season, has SAPro trophies for seasons 19 to 17, and EEPro trophies for seasons 16 to 14.
He's just slumming it now that he's well into decline. I'm sure he's hoping the 4 retired guys ahead of him aren't that far ahead and he can move up the ranking with just a few good performances.
