That's not what you said at all. You said Power >>>>>>>>> Evasive.
Stats don't lie, they net the same results and same pressure.

If a WL DT gets more than 5 sacks this season, over 50% are on 3rd/4th down, and that DT has pass rusher, then I will agree with you.

My NT who doesn't have pass rusher got both his sacks on 3rd downs.
My DT who does have pass rusher got their sack on 2nd down.

Go figure?

Please show evidence where power pass rush >> evasive. Not >>>>>>, just >>. I'll even settle for >.

It seems more likely to get production from taking a power pass rush build and incorporate evasive pass rush tactics. And technique man certainly fits into that setup.

If there is a better basic theory that can show actual results, please provide something other than dot conjecture and "what should be". Welcome to beta.
