not typically, but most teams only have 5 or 6 dedicated stops and fill out the rest of the K/P team out with LBs and DBs.

Plus I've never believed that strength helped with avoiding fumbles that much anyway, and if it does, it makes people want to run on power which increases fumbles. From what I've seen from the SIM, high agility and elusive running is much less prone to fumbles than high strength and power running.

Go high agility and elusive. Then you can stack quick feet, slippery, return man, spin, return specialist, break tackle, and avoid fumble.
