the lowest level starter we have is level 13 and the highest is level 20; the avg starter is level 14-15

No You dont know football if you think that well maybe you think that due to the Rams Lack of a great SS and or FS. Take a Look at teams with Great SS's and FS Such as the colts and ravens there beasts.

Not in this game big boy, Safeties have low stats and BTW O.J. Atogwe had more ints last year then anyone on the Raiders...I'd say he is a pretty damn good FS. In the NFL SS make a lot of tackles but not GLB.
