Jackhammer isn't and never was reliant on your attributes to be effective. It's a bonus added to a subtotal that is then a total.
What it contributes isn't variable unless you change its own quantity by putting more points into it.
Situation 1:
Let's say you have first capped strength and tackling trained to 30.
You add 10 to the Jackhammer SA. This for hypothetical purposes signifies a bonus of 25 to your tackling score, its own predetermined, stand-alone value.
Your first capped strength and 30 tackling for hypothetical purposes signifies a tackling score of 35.
25 is added to 35, your total tackling score is 60.
Your opponent has a "hold on to the ball" score. Your score vs his score determines what happens.
The addition of 25 to your tackling score from Jackhammer was a 70% increase.
Situation 2:
You have double capped strength and tackling.
You add 10 to the jackhammer SA. That's an addition of 25 to your tackling score on top of the 70 you already had from str/tackling.
Now it's 95, and that was a 35% increase.
This is sort of wrong. Per Bort the KL roll is essentially the exact same as the FF roll--strength, tackling, size, speed, tackling style, even FF% AEQ all improve both rolls. The difference is that the KL roll takes place prior to the WR getting complete control of the ball. JH, however, only affects the KL roll.
The KL roll is like any roll, it can be improved by improving the separate aspects that go into it. When JH was a VA, it added a % bonus, so you could improve the bonus JH gave by either improving your base score or by putting more points into the VA itself. As an SA, it will likely be a flat bonus, in which case you are pretty much right. The problem is that you are measuring effectiveness in % improvement to the KL score. The true measure of effectiveness you should probably use is the boost to actual KLs the CB gains by putting sps into JH. For a man CB who will likely have min weight, 50-60 strength, 40-48 tackling, and no FF gear, maxed JH probably will add a large % increase to the KL score, but won't do much to make that score high enough actually have a result in the game. For a HHer CB with max weight, 70 strength, 80 tackling, FF gear, and who plays on power tackling, max JH won't give as large of a % increase, but will help push his KL score over the top so that he will have a huge KL score.
