The diminishing returns are for the impact of the SA, the part that actually matters. People push themselves over by choice. They still get some benefit. Its just less of a benefit on the margin then going from 1 to 2 or 9 to 10.

Look at Slot Machine. Does that raise your SA level? Or does it just take the value your SA provides and modify it?

What happens when the SA is at 9 and you get a 20% increase? Your SA is now at 10.8? No. Catch was just giving you a round number to display the severity of the penalty/bonus.
If you have 20 in the SA and it applies a flat percentage increase, does it take the attribute's level to 24, each point of which suffers alleged diminished returns of the highest level, or does it simply take the value your SA provides and modify the outcome by 20%?

My guy is in a tough spot because he has a lot of FS, some QC, some RR, some sticky hands, and the slot machine VA. For non-slot guys I think Djinnt's theory is the most logical one, and I might still might go for Speedster since I just have more FS than RR and the Slot Machine vision bonus doesn't get affected.
