You count after all of the 13-3 teams, but before the 12-4 teams. Essentially, you go before any copper teams.

I assume the seeding criteria will be used to select the field as well (if you get more than 32 teams interested)? If so, you may want to put a registration closing date.
Also, with all of the gold teams blowing up, it's possible some teams who think they're staying in silver may get an unexpected invite to the big show. Not a big deal to drop them from the list, but just saying it to let you keep an eye out.
