If he is trying to reduce the amount of money peewee players receive there are better ways to go about it. A couple of people have already suggested some pretty good ideas.

Because startup teams in the minors are trying to build a stadium quickly so there's plenty of cash once you move up. Loading up a player with cash as he leaves PeeWee is a nice way to help make that happen.

Just trying to beat the system. Up until the Pee Wee league was created, you barely had any cash to make it through the d-leagues. Should I train or buy equipment?

Maybe it's a loophole, maybe not. Everyone can do it. Besides, I thought the point of the game was to have fun, not scramble to try and figure out whether you can buy EQ or train your dot.

I've got two dots playing in the D-leagues this season (possibly late season editions to the DI?) and I don't have enough cash to buy level one equipment. Obviously this will be taken care of when I join a real team, but I just needed to remind myself that Pee Wee is awesome after such a letdown last season.

I posted to the original thread, apparently it isn't locked anymore, but yeah, they need to re-allow contract re-negotiations through out the season otherwise pee wee team owners are going to end up with tons of spare cash on hand that will only go away at the end of the season and serve no purpose to the team owners or players.

What is the problem with a pee wee player moving up and having 100k in his bank account? It's not like they can fund orgies on boats, and raise hell at strip clubs with the extra money. The only thing they can do with the money is buy equipment and train. It is part of the trade off for stunting their players build.

Wow, what a shaft. So that guy got a short term contract and now he'll never be able to play in pee wee again because he can't get a contract extension.

You and the team owner should coordinate messages to support to see if you can get them to extend the contract or something. Otherwise you're basically going to be forced to retire the player and your team is going to be hosed with only two OTs.

I brought that up in the suggestion thread. It seems that Bort and Co. don't have a problem with teams demoting down to cap 14 from the pyramid with a full stadium and a ton of cash. Apparently they have a problem with cap 14s having help with equipment from the peewees, though.
