The +3 agility is really nice on an agility build. But I think vision mostly only helps to get a jump off the line and to read pitches and screens. So depending on how useful that is for your DE would determine the value of the piece. For a pass rush focused DE, I'd pass.
Edit: Depending on available cash, you could always buy it and then keep looking and stick with it if nothing better comes along.
