Truth. Catching should be trained into the 40s (30s by that point) for a coverage SS, but if he's going to build a run-stopper (and be on a team that uses him in that role), he really won't be in many zone situations (which are really the only times catching comes in handy).
Also, if vision is going to be at that base, then I'd move about ten points of EQ from speed to vision (maybe more), and he'll be just fine with a heavy investment into Superior Vision.
Strength can probably be dropped to 60 (along with tackling), and those SP can be put into Change Direction/Superior Vision (which is all this build will really have room for), and then brought to 68+ later on.
