I don't know about that. I think it's perfectly likely that she attempts the spin regardless of the break tackle %. However if the spin fails to lead to a broken tackle, there'd be no way to know a spin was attempted. Therefore, you'd almost never see the attempt - it would never be noticeable, without the EQ bonus. Also, I don't know that spin is the only way an elusive carrier breaks the tackle. You may be correct, on 100 (super elusive), it may be that tackles aren't broken at all, ie some type of penalty to the roll. But if you are a 36 strength 99 runner and a 9 strength, 25 tackling safety attempts to tackle, it's possible to break it with no SA firing.
