I'd say that he gets to give some HBs a chance to play and gain max xp instead of hanging around as FAs...all the while he pays a small salary and is able to build 3 sections and collect cash for his team's future because $1,500,000 starting money is not enough to make a competitive team right away at lvl 16. So next season he cleans house and does it again, unless he feels his revenue stream is strong enough to field a good lvl 16 team.

I think it's a pretty cool idea...
