And lets say a team does decline. How do they decide the next team promoted. Do they go to the same league and conference and figure out who was the next best team by wins and losses in the regular season? And then if ever single team in OPL declines, where next?

I believe it'd go to other pro league teams. Anyway, I don't think every team of any league would decline, after all, at least for the weakest, it increases their fame and their chances of improoving their teams (easier to recruit).
